An official notice to the Peacekeepers of Panem:

Wondering how to turn in miscreants and evildoers? Look no further! Simply register your Peacekeeper with the heads of operations (the moderators) via this form. If your peacekeeper is the wandering sort, tell us where they are stationed currently - and keep your eye on the threads in your district. (Police them, if you will.)

If you see a criminal act taking place - your every day murder, burglary, robbery etc - report it via the snitching form. We'll take a look at it and see if said criminal will receive a warning or not. Some crimes may be heinous enough to warrant no warning and immediate arrest. These would be crimes such as murder, rape, treason, etc.

As an added bonus, every crime you report will have a numerical reward (one that increases with the severity of said unlawful act.)

BENEFITS OF BEING A DIRTY SNITCH

• Become King/Queen of the Peacekeeper leaderboard by obtaining points for every 'snitch' based on the severity of the crime.
• Every ten points you gain for each individual Peacekeeper, you will receive a banner for your signature denoting what level Peacekeeper your Peacekeeper is. Every Peacekeeper starts at rank zero. 
• Receive IC benefits such as pay increases, new equipment, office recognition, etc.
• If you’re a really good snitch maybe senpei will notice you and at the end of the year you will be invited to a peacekeeper dinner hosted in the capitol.

As a result of this new system, committing crimes in the districts is going to become a much more difficult act. It will still be possible to commit a crime and get away with it if it is written well and covered up well. For example, a crime performed in a protected club or the privacy of one's home probably cannot be snitched on. Where the Peacekeeper will receive points for snitching either way, it will be up to the moderator reviewing the crime whether the character will receive a warning or not. If a character does not receive a warning, the Peacekeeper will only receive half points for that particular 'snitch'.

A character will receive two official warnings. On the third offence, depending on the severity, the character will be jailed in the DC.

While in the DC, the character who is jailed may not participate in any threads outside of the DC. In order to leave the DC, the user must complete one thread with a Peacekeeper. Peacekeepers who complete a thread in the DC will receive 5 additional points to their leaderboard score.

(!!) A character will never be avoxed without permission from the writer. However, IC punishment may include maiming. If a crime is heinous enough, for example (gasp!) treason, a character will receive harsher punishment. 

This new system is definitely going to have it's flaws as we test it out. Please be patient with the moderating team while we figure things out and get a handle on things. New rules may be added or rules may be removed as we go.
