Ratmas Day 4: District 13 & Capitol High Council

For the fourth day of Ratmas, Aya and I are looking for characters for the District 13 President as well as the final missing High Councilors. Additionally, we're taking ideas on how to invigorate both D13 and the High Council to be more relevant to the site.
