They knew Elysium was a prodigy from a young age. The child of an engineer and a fashion CEO should be nothing less than analytical, otherwise she would be a disappointment. Each parent was successful in their respective fields, two of the most important areas in Capitol business. Expectations were high for their daughter, and she did not fail to impress.

They introduced her to a plethora of stimulating activities to find her niche talent. Instruments, music, dance, sports, technology, fashion, yet Elysium found herself bored easily. She was interested in anatomy and psychology: what are humans made of? Why do they behave the way that they do?

How can she change them?

They provided Elysium her very first laboratory when she was six. She trained rats to run mazes and upgraded to cats and dogs when she grew bored of that. The Carters never had to worry about teenage drama as she grew older - she could hardly keep a friend, and those she did bring home ended up connected to EEG machines. Elysium only wanted them for their brainwaves.

To nobody's surprise, she graduated early and moved on to study neuroscience. She was fascinated by the the physiology of the nervous system and how human behavior could be affected, change, and controlled. She was recruited into a research program investigating the use of tracker jacker venom on the human conscience. It was there that she delved into the realm of chaos, a point of no return. When one realizes they enjoy the thrill of interrogating others, there is little room for redemption.

Dr. Carter was quickly regarded as a master of her field. She discovered new ways to use tracker venom on criminals to extract information and change their behavior. They became her personal lab rats. She was allowed to do as she pleased with them, morph their personality into anything she desired. She created loyal Avoxes, maniacal soldiers, diligent workers.

Other institutions noticed her talents and allowed her to expand her horizons. Soon she was working alongside Peacekeepers in the Detention Center, interrogating prisoners and traitors. Her name became infamous: when Dr. Carter left the room, there would be contorted bodies in her wake. She left nothing less than a path of bodily destruction and screams of horror.

Nobody dared ask her how she can possibly enjoy it.

Her work ethic was unchallenged. She could spend hours in interrogation and twice as long analyzing data. Her career was work and a hobby all in one horrible package deal. At home, she spent most of her time reading. Learning and improving should never stop, and if it does, then she is wasting time. If she becomes a waste of space, then she might as well be one of her drooling, imbecile subjects.

For awhile, she dabbled in the business of mutt production. To create them was only a portion of the process - establishing their behaviors based on biology and environment was a different story entirely. She was often hired to assist in manufacturing the behaviors they wanted for each mutt. Mr. Carter rarely said no - she wanted to leave no subject unturned, and influence was important if she wished to achieve higher goals.

Science knows no bounds. If the Capitol can use tracker jacker venom to create hallucinations and change behavior, then they are merely steps away from real mind control. It would be such a convenient invention: something that could be mass produced and sent to the districts to make everyone compliant and complacent. No more rebellion, no more crime. A war would never threaten the Capitol borders again.

Dr. Carter can taste that glory on the tip of her tongue.

And with such ambitious goals, it was only a matter of time until she earned the ultimate promotion.
