Flashing Lights [Seb's Speech)

He’s a man who’s spent most of his life healing the sick of thirteen. His colleagues have known his nature as something mysterious. He has never offered as much of a political calculation his time as part of the military nor as a research scientist, and especially not while working with patients. So it was strange that he of all people would choose to run.

“District Thirteen. For many years we have forged our own path. Our history one that I am proud to be a part of. We have created so much with so little, and not even our greatest enemies can take that away from us.” He speaks into the camera with a soft smile.

“Yet I cannot help but think we have been a rudderless ship as of late. No one has used their firm, but gentle hand to guide s forward. We need to be bolder if we wish to grow our way of life.” He pauses as he looks from his notes to the camera. He looks out as if surveying thirteen.

“As a doctor I have had to make the best decisions possible in times of emergency. I know that it cannot be easy to lead our people forward, much less when there is so much at stake.” He knows the world is different than even ten years ago.

“And that is precisely why I stand here today: I want to present a vision of a new future for Thirteen. We come from people who are great thinkers, explorers, and fighters. Within every person in Thirteen, there is a deep trust of what we have because of what we can accomplish together. I want us to move beyond these walls. I want our next 100 years to be a time of growth and not stagnation.”

“To do this we must be willing to take calculated risks. And with the right leadership, I know we can accomplish anything. I ask only for your trust in me and I will serve you as faithfully as I have all of these years. I thank you, and wish only the greatest gifts for District Thirteen.”
