↳ LILLIBETH URSA. 

This was perhaps the most important moment in Lilli Ursa's entire life, let alone her career. She didn't take her role at the mayor's office as Citizens Liaison and District Culture Secretary lightly, just as she hadn't taken her role as 'Victor Sister' any less so. And now she's both of those things, still great at being Teddy's favourite sibling and slightly better at her actual paying job now that four years have passed, but she's also Georgie Cham's favourite Aunty - perhaps the most important role of them all - and like hell is she losing that title today.

That's what a Mayoral Council was for, right? Stepping in to help Parson clean up his disasters. Like misplacing his only daughter's treasured pet, Tortoise the tortoise. What kind of Liason-Secretary-Aunty-C-List-Celebrity would she be if she didn't use her influence for the greater good?

"Oh, hello!" she chirps into the mic, gathering the crowd's attention. A good selection of citizens had responded to the mail drop she'd put out across District Six last week, some even clutching the pamphlets citing a search party for the missing pet today in their hands. "Thank you all so much for coming. We'll be starting the search in a moment, but I just wanted to brief everyone before we get started!"

Lilli's been in this job long enough to realise that a good majority are probably just here for the free food and water she promised to provide for all that participated today. She's got catering making sandwiches in one of the hospital cafeterias right this moment, and other admin staff from the Justice Building handing out pictures of Tortoise with information about him. But, y'know, small wins!

"We've divided you all into groups that will be searching different areas. Your group leaders," she gestures to volunteers wearing various coloured high-viz jackets, "will have walkie-talkies to communicate with us here at base. If you spot anything of use, please relay this to your leaders."

Finally, she points toward the giant poster of Tortoise an artist had rendered based on Georgie's own detailed descriptions. "This is Tortoise! Please note his distinct shell patterns so as not to mistake him for a turtle - I'm told this is very important!" and grins at her neice, shooting a thumbs up her way.

"Now," she clasps her hands together and smiles at the group. "Food will be provided as promised during our breaks. We will reconviene at midday for lunch, and again for dinner at dusk for those that can stay out longer. Please stay hydrated, alert, and let's find Tortoise!"

60 - 69: A local lets you know that they did in fact see a tortoise nearby, or was it a turtle? Regardless, this was several hours to a day or two ago. They've got no clue where it went next, but it helps narrow down the search.

70 - 89: A citizen spotted a tortoise within the last hour or so! The search party moves to this condensed area, your discovery greatly helping the search.

90 - 95: You find fresh tortoise droppings! Tortoise the tortoise has got to be nearby...

96 - 100: YOU FIND TORTOISE! You are deemed a local hero and recieve a generous thank-you package delivered to your home from the Justice Building's Mayoral Office.

”No pfftagdgmdld this is the dumbest thing ever and I am the dumbest thing ever so I have a good say in this!” I wave my finger at my mom but all she does is shove me downstairs and then there’s my dad who drags me into the kitchen by my ear. ”What are we going to do with a tortoise if I find it? Turtle soup?”

”It is a tortoise!” My little brother grumbles over his bowl of oatmeal.

”Shut the fuck up!”

Yeah, so to skip ahead, my morning started with a whole drama with my dad and this scheme he has. Man is big time PISSED that the mayor brought in a Verbrecher as the new pharmaceutical secretary and not one of my ass whipped cousins or even himself. So now he wants ME?? To find the mayor’s lost shelly slow thing and I guess, I don’t know what the plan is after that. Hold it ransom? Not sure how I am going to hold a tortoise hostage and how it is going to alter the politics of medicines manufacturing in the district, but my purpose is not to think. That is what dad says. My purpose is to just do.

Much protest and arguing later and I leave the house without breakfast! So, I’ve got to search high and low in this massive assed District for an animal the size of what should’ve been my breakfast bowl. Now the thing better make a good soup because my stomach is growling while I listen to Ursa yap on. She is really taking this seriously, isn’t she? Some of these mayor’s council roles seem so dumb and you already know that I am the dumbest person ever so I should know…

Everyone splits up and not a single person calls me onto their team. One look at me and they push past my shoulder and onto the next low life with too much time on their hands. I am pretty sure nobody in this District has free time, you know with the whole crisis about the working hours being so long. Look, I do actually read some of the news! Well, how come everyone here has the time to do this?

Free food. That’s it, it is the free food.

Okay so where am I gonna find a tortoise? I am pretty sure they like water, or is that turtles? I have fucking no idea, lets go to the new pond that Cham put in near the university to help with people’s minds. Who am I even talking to right now? Fuck. Well lets quickly get this thing stolen so I can get something to eat.

It better not be a heavy tortoise. All I have got to carry it in is my empty rucksack. I best get the thing opened up so I can just grab it and go. There’s a whole lot of got too much time on their hands people walking about the streets. Don’t be suspicious, don’t be suspicious…

Gots to light up a cigarette first though, that’ll help me look incognito with all the other crack heads in this District.

Lilli Ursa stuck me in a bright red vest without much instruction other than to grab a few volunteers and start looking for the tortoise. Damn child could not keep an eye out for a pet then she shouldn’t have had one in the first place.

When the mayor and I struck our deal, never would I have imagined this would be part of my duties as a council member. Yet here I stood as Lili continued her speech, grudgingly inhaling the smoke from a cigarette. My time was valuable and there were meetings I had to push aside for this little excursion into animal rescue. One giant headache for me and my team, but alas if I wanted to keep my valued position I would have to be a team player.

“Alright everyone assigned Team Red please follow me.” My voice raised trying to garner the attention of the crowd. There was no hiding the annoyance as I threw the cigarette bud on the floor not bothering to stamp it out. Smoke continued to curl right where I had tossed. The faces of the volunteers eager but hesitant as I called out again. “Let’s go people, we do not have all day!”

My back turned not caring to look back to see if they were following or not. I would much prefer they wouldn’t in the hopes I could return to the office. While the search was in progress, my team of lawyers were tasked with putting up a contract far more useful to the district. A clinical trial that would revolutionize psychopharmaceuticals. An idea that would catch the attention of the Capitol and hopefully acquire more funds for the research. Something this district was in dire need of.

“I think I saw something behind those trees” a shrill voice proclaimed from behind. An elderly woman had her finger pointing towards a small park on the other side of the tree. I doubt she saw anything, a woman that age was bound to be blind without any glasses. Still, it was a lead, I sighed heavily before changing route to where she had claimed to spot something.

The tree was surrounded by bushes, and I let out a small prayer that she could have been right. Then this horrible waste of time and resources could come to an end. What if we just bought the mayor a new tortoise? Would anyone really be able to tell?
