Plot: Capitol Retaliation to Excessive Lawbreaking

The Capitol has noticed the increasingly unruly behavior among the citizens of Panem. Lowly district residents have been violating the laws of the nation with less regard than ever before. The President and the Head Peacekeeper will not stand for this. A new detention center has been opened up, and peacekeepers are being dispatched in larger numbers to the districts and other areas.
What does this mean for the residents of Panem? The Capitol is watching you. If you slip up and break the laws, you may find yourself thrown mercilessly into a detention cell and subjected to, ahem, advanced interrogation techniques — and for who knows how long?
Members: You might find yourself with a PM from a staff member saying that your character has received a sentence to a certain amount of time (or number of complete threads) in the detention center for a certain crime. This — along with the Hunger Games — is one of the few times when you have no say in what happens to your character: if you are arrested for your crimes, you must serve your sentence.
Characters will only be forced to become Avoxes for the most serious of crimes, at staff discretion. Avoxes will not be allowed to return to their districts, and will be instead sent to the Capitol. If you truly do not think your character deserves to be made into an Avox, you may send in an appeal to the staff, and we will consider your request.
Those of you interested in making Peacekeeper characters will be subject to a much higher standard in both bio application and previous behavior and RP quality. This is because we'd love to open upcharacter torturemore RPing opportunities to you as roleplayers, but we need to know that we can trust you to do a good job.
A new board is being created for the Detention Center (found in the "Other Areas" category) as well as subboards for the cellblocks and the "interrogation" room.
