Appearance:

At first glance, Penny seems unassuming and gentle. She looks like a china doll with her seemingly perfect skin and flaxen hair. She is almost impeccibly clean and she wears the same spartan white dress all the time. She doesn't own anything else.

She's beautiful on the outside, which is very well because it hides what is on the inside. She hair seems a little unkempt, either cut in a pixie hair-do or limly falling past her shoulders. She's obsessive about keeping clean and oftentimes scrubs her hands under the tap so hard that her skin starts to peel off. She's taller than most girls but shorter than almost all of the boys at five feet and seven inches. She doesn't smile a lot which is why she looks as though she is permanently angry or pouting.

Personality:

Penny has a cynical personality. She does not recognise the good and the beauty in the world but more often than not, she points out all the misery and pain and filth. She's quiet and moody, but she's not a loner, she just doesn't know how to interact with other people. You wouldn't expect someone who's been sedated and experimented on for six years to be very good at doing that.

Over the years she has gone a little bit crazy, resulting in random fits of rage in which she hurts herself. She knows this, but she swears that she is sane, completely sane. Penny can seem a little bit strange and mysterious, especially because she doesn't remember her past at all.

It's not dangerous to be around her since she only lashes out at herself in anger or when feeling frustrated or confused. Penny doesn't judge people, her brain doesn't know how to. She's very keen on accepting anybody as a friend, but her quiet and moody behaviour oftentimes lets people think that she's ignoring another or in fact being mean.

History:

Penny was born to Lila and Cameron. Her life was pretty untroubled since her parents owned a lot of money. When she turned eight a pyromaniac burned down a couple of houses in her neighbourhood, including hers. Her parents died in the fire and she was rescued.

Now, she would have received all of the inherited money, had her aunt and uncle not been in the way. Her aunt, a rather influencial business woman in District Three blackmailed one of the doctors in town to diagnose Penny with amnesia and split personality disorder. The amnesia was true because she was unable to remember the fire or anything that happened before that. Her aunt had her transferred to a local asylum where she was forced to remain, despite her desperate pleading that she truly isn't insane.

But the doctors are used to people with personality disorders claiming things, so everything went unnoticed. She remained in the asylum for six years until she finally broke out after she turned fourteen. It was strange for her to be out in the real world and at first it was difficult to adapt to the change. Of course the healers at the asylum searched for her, but she was wise enough to remain hidden. Gradually, they gave up and proclaimed that she must be dead, eaten by the rats or something.

So, officially, Penny Leonte does not exist. In the asylum, the doctors experimented on their patients, using their inability to defend themselves to their advantage. If anyone thought, they were sedated immediately. In this way they were able to test remedies for the Capitol's citizens. Of course this is illegal, but no one is about to care if somewhere some crazy, insane people are suffering. Now, Penny works at an academy for dancers. No, she doesn't dance, of course she would like to. She runs around with the costumes and does the makeup for the dancers. It's how she earns what little money she needs to stay alive.
