HG suggestion; for an arena

So, as the title states, I have a suggestion for an arena for the Hunger Games.
I want you to imagine a map of a city, made in a twisting, up and down manner. The streets curving from side to side irregularly, all the ground uneven. The tributes start out on the top floor of a tall building that overlooks the entire arena. There is nothing there- just the tributes. They are all located in different rooms, but on the same floor. There are progressively better and better items the further down you go. In the basement, is the cornucopia.
When you leave, it's like a concrete forest, sky scrapers raising into the sky like giants. Some of the lower district tributes have never seen anything like it. Some buildings have doors, others don't. The streets are lined with pods, which can be activated by the tributes if they find them and/or trigger them. These are the Gamemaker's tools. Inside several buildings circling the 'cornucopia' building, there are clean water sources. All the rest are poisoned with Tracker Jacker venom- so if you live depends on how much you eat. Some of the buildings are mazes, some are traps.
Edible, and poisonous plants poke between the cracks in buildings- and packs of street rats make a good food source as well. The mutts have plenty of room to hide between shadows and hidden rooms. The weapons are all close ranged, so you have to be right next to your opponent to kill them. There are hundreds of little hidey holes for the tributes to take refuge in, and in the sewers, are medical kits. The sewers are laid out identically to the city above them, but filled with more peril that it. If you aren't killed by the toxifying fumes, or being washed away by the one-time-an-hour washout of it, then the mutts'll get you. They live thickly down there, even more so than up top. There is no natural light in the sewers. The city has occasional, random blackouts.
