Hey there errybody!
So earlier I was thinking about communication in Panem - how Districts could be pretty large considering the continent is split into roughly 14 parts (Districts and Capitol) as well as the woods. So I thought "wow some of the bigger Districts have to be like Texas-sized!" which means that they would probably have a postal system for inter-District communication. If I'm a farmer in District Eleven, and my fruits are being infected by mutant flies, I might send a letter to a farmer a few miles down and be like "hey dude, get your tiny pitchforks and assemble the army! we have mutant flies to reckon with!"
I think my example is a fantastic explanation of just how feasible this idea is, but lets get down to the nittygritty: why would this sub-board be interesting?
You know that awkward moment when you have like a romantic pair of characters and it's been two Games since they last saw each other and you're like - wait should we have all this time passing or update this or what? The letter system would allow for lost time by providing us with a way to track what characters have been doing between their meetings. Their relationships (whatever kind) could flourish with the extra kinda-RPing, we could get really involved with fantastic/funny/romantic notes from characters to characters. It would be an entertaining sub-board operating much like the Battlefield in that there would be an RPing section where perhaps one could write a long message and perhaps a short segment of their character actually writing it/sending it/thinking and then a sub-board that doesn't count towards your posting that would be just for fun or quick plot development, where we could include short letters to each other.
A lot of modern sites do the text-message boxes where characters chat. The letter idea is like a Panem version of this, and AW SHUCK (I missed 11:11 for the fourth time in a row... it's been 11:12 when I've looked these past times D:)
Anywho so I was just thinking it would be a nifty idea, and we could perhaps also have a sort of rebellion unofficial letter carrying system for communication between different Districts/wanderers, etc. The system could work like average letters take a week to be delivered within a District, but between-District/wandering rebellion unofficial letters could take a randomized amount of time and perhaps be intercepted every now and then as another offense against the Capitol resulting in the Detention Center. It could be a bit shady on details, but basically formed by a network of wanderers, PKs looking for extra cash, illegal hunters, kinda black market sketchy stuff.
Sub-board beneath the Battlefield: "Post Office"
Organized into "just for fun letters" within Districts, RPing letters within Districts, and illegal post throughout Panem, only used for official RPing because this keeps out the messiness of "just for fun" criminal punishments for out-of-District communication
