His face is one of a few very noticeable things about him. Angular. Jaw, cheeks, everything is angular. Not a scrap of facial hair anywhere. Then you look in his eyes. They always look like he's thinking of the best way to beat you up if you even think of breaking the law. His eyes are bright blue. Always looking back at you. If he looks at any part of you other than your eyes, you've been drawing too much attention.Personality:
Then as your eyes wander away from his eyes you are drawn to his teeth. Perfectly white. Not a single flaw to be found. Neat orderly rows, like soldiers on a parade ground. Never clenched in anger, not only showing. They flash in the sun as he talks. Some think they are almost too perfect. Not natural. No one ever finds out though.
His neck is the next thing you see. On one side is a symbol of the Capitol, tattooed on when he was 16. On the other side is a symbol of the Peacekeepers, also a permanent tattoo. Neither of them ever get fuzzy because of advanced Capitol technology.
Then you get down to his main body. He has six-pack abs, but no one sees them. He always wears loose shirts when not doing his job, and a Peacekeeper's uniform when working. He has very little hair on his chest and arms.
His legs are long and heavily muscled. Only one thing strikes out other than that on his legs. His left shin is all prosthetic. The rest of that leg is flesh and bone, except for one strip. He can still feel his feet and turn his ankle because of nerve replicators in the center of the metal shin.
Altogether he is 6'2". He stays strong and fast from working out every day for an hour or two. He has black hair, not at all greasy. He is a heartthrob for some, and a terror for others. It all depends on how you look at him. With guilt, or just to see what he looks like.
The thing people see in him is cold efficiency. If a rebel leader is at large, he'll be one of the first to volunteer to capture them. If he sees someone breaking even the smallest of laws, they are soon put to some sort of punishment. He is all business. He doesn't laugh at jokes, he never is at parties, and even myths wouldn't say he tries to be at least passably kindHistory:
The thing people don't see is the other side. The side that fights the uniform. The side that wants to help the Districts. REALLY help the Districts, not what the Peacekeepers do. He laughs, he sings, and he loses the battle for superiority. You see, Ging has what some would call multiple-personality disorder. The rest would call him mad if they knew. Why? Because the side that wins is the mean side. One that will never be your friend. Only your acquaintance, or maybe your partner.
The battle for supremacy happens often, and sometimes the nice side gets control. But only briefly, and only when he has no danger of ruining the mean side's reputation. For they each have a respect for each other. What they do, who they are. They don't want to ruin each other. Or at least, the good side feels that way. Once in a great while they manage to share the body. It always seems like the Peacekeeper, but more nice. More understanding. Less cruel.
But almost always the Peacekeeper wins. At home he simply sleeps. The rest of the time he is in uniform, ready for action. He's here to destroy rebels mostly, and he'll stop at nothing to make them pay for the lives they've stolen. The rest is to keep the people in line. For their own good.
The issue is, they hate him for it. If he sees a child stealing a piece of bread, he'll bring an iron baton and beat them in the town square for it. If he sees a someone being mobbed, he'll just apprehend the culprits. He'll leave the victim beaten and bleeding on the ground. He doesn't enjoy seeing pain, he just doesn't care. They think that's pain? They haven't seen anything yet. They have to be dying for him to take notice. Other than that Ging doesn't pay attention to anyone but criminals. Then you wish you hadn't stolen that can of soup, or that you hadn't been in the woods outside of the fence. Because he is going to beat or whip you whether you're 9 or 83.
He doesn't have the best financial life, but he doesn't care. Most of his money he donates to the Peacekeepers. He keeps enough to keep his house,(with all the furniture inside.) feed himself, and keep his membership to the biggest gym in District 2. (He has to have his priorities!) Very few people know he keeps himself so low though. They think he has a huge mansion somewhere, when he has a large apartment near the Peacekeeper's HQ.
The people who are assigned on missions think that he is great, if a little too military-like. (Even though they are in the military!) He takes command when needed, and slips back into the ranks when not. He executes all orders to the letter unless another plan is more viable. Unfortunately, many more viable plans are often available that he can see. He's treated like a hero in the field, and ridiculed at the office for not following orders. Enough Peacekeepers stand up for him that he doesn't get looked at with a negative eye all the time, but it still happens often.
He has no love life at all. If he ever where to find one, his love would have to be a fellow Peacekeeper. They are the only ones who see him as a cool guy once they get to know him; because they are all so similar. Willing to inflict harm,(some who like to! Even if that seems common on this board...) usually liking the Capitol, and military through and through.(Whether officer style or soldier style. Never too friendly, and bread with efficiency in mind.)
Ging had a pretty normal past for a Peacekeeper mostly. He was born in District 2. He took Career training when he was younger. (His expertise was with the spear and sword.) His parents were rich. They were doctors, who visited the Capitol often to trade techniques. He had a big sister. Life was good.Codeword: muttations
Then things started to happen, and he was finally 12, just old enough to start noticing. His mother was in the Capitol more than at home. His sister started disappearing for days at a time. His father was the only one who was there.
His father had been a Career too. His father had even gone into a Hunger Games and won. One of the really early ones. His father wasn't plagued by nightmares after the Games. He said they were the best things that ever happened to him. He said the only better thing would have been to be born in the Capitol. Ging took all these things to heart.
Then at age 14 (His sister was 19, a lot older.) he found out what his sister was doing. His sister was a rebel. She started telling him stories of the cruelty of the Capitol. These conflicting stories from people he cared about started pulling some screws lose in his mind. He started talking less. All that became important was the Career training.
Then at age 15, Ging, his father, and his sister found out what Ging's mother was doing. She was having an affair with a Capitol guy. The entire family was crushed. (She divorced soon after they found out.) Then it turned out the Capitol guy was using her. He wanted a cheap cure to this disease that was killing him. The cure was expensive, and this way it was cheap. The father became less the center of attention. The sister spent even more time with the rebels. And Ging broke down. He officially got multiple personality disorder.
Then the rebels struck when he was 19. They attacked a huge area. The Teris house was near the center. The Peacekeepers saved Ging and his father. But Ging had been badly burnt all through his shin. Ging's sister ran to the woods, to become a wanderer. Ging got his prosthetic.
And he slowly got more cruel sense then. The rebels nearly killed him and his father. They forced his sister to run into the woods. He would never forget the horror. But the alternate side knew the truth. He would forgive.
At age 23 he applied to become a Peacekeeper.

I wasn't sure what District to put him in, so please re-assign him if needed.
I should probably make a complete goof as my next character. Didn't think that would work with a Peacekeeper though.
