Hi and welcome to the site!

This isn't really the place for this question. The RP Tutor section is for learning to improve your RPing/writing. This should be in the Questions & Suggests section. Also please be patient, we try to avoid double posting here.

You do not post in the "Lower District" or sections like that, that's where staff puts your bio once it's accepted. You post your character's bio right on the Character Creation board. You scroll down past where the District sections where approved bios go and you will see the place to post your bio. There will be other bios there waiting to be accepted.
