Are we allowed to let others use Charaters we made

Now I have this plot idea ending with my character ending up in the Dc and I need a peacekeeper for it but with so few out there I was thinking of just making my own and letting them have the character to do whatever they wished with it. Now what I'm asking is is this allowed or should I just have a random character fill the roll for said peacekeeper?

We would prefer if everyone made their own character. That being said, you can submit a "wanted" character request form, and wait for a response. Hope this helps!
