I saw something in the rules about informing STs about marriages and births so that the census is accurate. Is family something that forms and results in children in the district boards?

That would really appeal to me.

You're free to make a family out of characters if you like -- marriages and births are all acceptable. We just don't want anything R-rated in posts though.

If you want to be able to play a family member actively, you need to make it an official character. Otherwise family members who are just *there* are fine.
