Where/how to create banners?

I wouldn't know the first thing about how. Personally, I've never created one. I would certainly like one or more however, if anyone knows of any sites and perhaps some useful tips - a lot of users have some stellar looking ones.

I know some people here make graphics. South's Shop but I don't know how often she updates it. For other sites, there's Caution 2.0 and RCR but I don't know their requirements for requests.

People tend to make banners if they have GIMP or Photoshop. Caution 2.0 and RCR are great places to go and get requested graphics - the only thing though is that they would prefer high quality images or else the thread may be avoided like the plague. I think South's swamped with requests right now so I'd advise going to Caution 2.0 or RCR - you will have to make an account but it would be worth it. I personally like RCR better I am a member in it and like the images that are made there xD but idk if the time you have to wait is longer for RCR.
