Well here are some idea's:
1. Apothecary-I'm sure people get hurt outside the game's but this is never addressed in the rpg.
2. Travel-District's or family units in need of transporting goods, or in some cases individuals over to another District may do so. However, it does take a max of 7 real life days to get there with layovers in between. This would allow rp to pick up in some slower district's.
3. Community Home-Mentioned in The Hunger Games, this is for orphans. Infant's are a possibility but usually are role played by those who chose them. Couple's or even sometimes single's can request a child or choose one off a list.
4. Individual District Moderator's- This will help a lot too with accepting new members. The moderator should have one active character in the district at all times to help with open threads that have not been replied to for 42 hours. They are usually chosen for their rp skills and passion for the district. However, prior education or degree's are also taken into consideration. There are at least 2 mod's per district. They may also hold small events for their area and help to decide who becomes tribute/ manage tessera for their district.
5. Wander's and Capitolites travel is faster than others. Capitol members have the money and technology for faster travel and Wander's have the experience. Wander's may stay at an inn or some other home for traveler's though they are nomadic.
6. Wander's can chose to become registered member's. This means that they are allowed to choose a district. Their offspring then become registered as well. Sometimes a Wander is forced to to protect themselves.
7. Children can have Wander parent's but were adopted by a district family. These children are registered though some still show signs of their upbringing and may know how to locate their parent's. However, this brings greater risk of them being sent to the detention center for questioning in order to locate their parent's so they may be shown the proper way to live.
