I have submitted my character. Should I create the family for her? Also, how do I start roleplaying?

You don't have to create a family. I only briefly mentioned family in my character bio. But it's not necessary to create bio's for them to. Imagine the hassle if you'd create characters that aren't related...

As for RP-ing, several members have "pm me if you want to RP" on their signatures and there's a plotting board right here: click. Once your charrie is accepted, go there, post a plot idea and hopefully someone will reply and you're good to go! You can also start a thread on your own and put "(Open to all)" in the title.

One piece of advice (though I know being a newbie myself I don't have a leg to stand on ) make your opening post interesting. Don't make the mistake of simply letting your charrie stare out of a window or something. Get things moving, give others something to work with.
