Where is the Capitol in relation to Panem?

Isn't it in the center of all the Districts or past the Rockies? I know that D12 is around where the Appalachians are, but is the Capitol past the Rockies or past the Appalachians?

I need to know because I took a pretest on it and just want to know. I didn't feel like referring to my book.
