TRIBUTES READ: Fleeing Threads

So this is getting ridiculous. Everyone's afraid of being hunted, so they're all fleeing their threads immediately after they post. You know what that means? It means no alliance development because they have no chance to thread together. It made sense to happen last Games, because everyone was alone and moving was easier, but now you're stuck in the same area all day. So fleeing makes no sense. You can't be nowhere. Right now all the tributes who fled their threads are just mysteriously floating around the arena, which should not be possible.
Therefore, bringing the elastic clause of the Hunger Games into play, we're instituting a new rule: you are not allowed to flee a thread unless you post a new thread immediately after. And I mean immediately, as in you're not officially fled until I see the new thread up and running. In addition to that, if you are with an alliance, your character may not flee until all the rest of your alliance has posted as well. The exception to this rule is in fights: you are permitted to flee a fight and not post anywhere else. This has always been done in the past and will not change now.
So all tributes that have posted flees must change them immediately, or else post a new thread, and you will not be considered fled until the thread is up. And I mean immediately; I'm going to consider it changed as soon as I see you online, I'm not waiting for you to write a complete new thread first so you can just flee and go there. Immediately.
Thank you,
Lulu.
EDIT: Just a clarification: when I say you can flee from fights without going to a new thread, I don't just mean mandates, I mean all fights. Suppose someone jumps in your thread and attacks you, you're allowed to flee right after without posting in another thread.
