Before the establishment of Panem, there were small groups dispersed throughout the nation. These groups taught young girls how to be ladies, dance well, and find a husband. These groups died out during the Dark Days, but some time later, they rose again as a larger and more connected group known as The Society. Today, The Society is still a place for young girls to learn manners and formal dancing, but it is something else as well. It is a place where information is passe from District to District, and help is given to whoever needs it.
The Society can be found in every District, but unless your mother is in The Society, or you have been invited to join, there is no way you could possibly know about it. Girls may only join The Society if there mother is a member, or if they have been invited by either the head or the second in command for their District. The Heads for each district are the ones who run things. They take care of meetings and fundraisers, and they are personally responsible for making sure The Society turns out more young ladies every year. They are the ones that do all the teaching, from social graces to fine arts. All this may seem a bit old fashioned, but one of The Society's goals is to preserve these dying traits. The second in command of each District must carefully observe the Head, for if the Head is no longer able to preside over her young misses, the second in command must take her place, either for a short period of time or permanently, depending on the circumstances of the Head's absence.
The rest of the members of The Society are either the young girls learning how to be women, or those who have already graduated. Girls begin attending Society meetings and learning how to be a lady when they are twelve years old. At the age of eighteen, if they have survived their final Reaping, a ball is held for the girls, marking their passage into womanhood. Members of The Society must be ready at any time to take and execute orders from their superiors, even if the order may result in injury, arrest, or death. Above all else, The Society values honesty and loyalty.
Once every few months, the Heads of each District gather in groups of three. At these meetings, the Heads express concerns they have of things happening in their District, or to the members of their group. They can request monetary help for a member of The Society, or request that an anonymous donation be made to someone on the outside. In addition, the Heads can ask for help moving a person from one District to another. This can be someone from their group, but in most cases it is someone trying to escape their District, or a Wanderer. The Society has always aided these people, believing that they should have the freedom to choose where to live their lives.
Out of these groups of three, a representative is chosen to go to the "big" meeting, where representatives from all four groups of three meet. One of these representatives is also the leader of the entire Society. it is their job to make sure everything regarding The Society runs smoothly in every District. Members of the Society know the dangers they face by assisting in the trafficking of goods, money, and people, but they help anyway. Some because they want to, and believe what they are doing is right. Some because they are afraid not to. Every person in the Society has their own story to tell, and no two are quite the same.
Characters can be pre-existing or made specifically for this plot, and must be from one of the twelve districts.

Actually, if you have anyone at all that you would like to be involved in this plot in some way, let me know and I'll see what I can do. This plot is going to involve plenty of risk, and hopefully lots of wonderful threads with drama and that sort of thing.

Threads will start as soon as there is a Head and at least two other members in a District. Please note that not all Districts will start at the same time, and that Heads for each District must be at least nineteen years of age. All other members have no age requirement.
