Gamemaker Characters

Hello, lovely staff! I had an idea for a plot, but I wasn't sure if it was kosher with the rules, so I thought I'd run it by here first.
Ever since seeing the movies, I've been fascinated by the position of Gamemaker. Not even necessarily Head Gamemaker, or even one that sits in on the PTS's. Just the Mission Control type people who man the consoles during the Games. What are they like? How did they get there? Why do they do what they do?
Let me be especially clear: I know the position of OOC Gamemaker (while seeming incredibly awesome) is reserved for staff members. I'm simply inquiring about an IC position. And honestly, not quite that.
After experiencing academic life and internships for three years now, I'm intrigued by the idea of a sort-of Gamemaker Internship program. The best and the brightest are recruited to observe the process behind the Games, and are tested on the software and basic game theory. They're run through countless hypothetical situations, and watch recordings of the old Games, highlighting the strengths and weaknesses of the Gamemakers' actions.
Finally, after several months, they are to make a simulation arena. What they don't know is that, through virtual reality, they will experience a day in it firsthand -- with the other interns as their Gamemakers. The ones who 'survive' while achieving the elusive balance between entertainment and practicality will pass, and have a chance at becoming an actual Gamemaker one day.
Basically, I'm inquiring if a) it's all right to have such a plot, b) if a character can be a Gamemaker hopeful, and c) if these simulation Games would be all right to play out. Like I said, it would only be one 'day' in their virtual Arena, there would be one person experiencing the Arena while the others threw obstacles at them, and no one would actually die. I'm definitely not trying to create an unofficial Hunger Games, haha.
Just let me know! I'm willing to make any changes you think necessary. Don't want to step on any toes. :)
