Gendarmerie- a military force charged with police duties among civilian populations
I decided to whip this up so there's a little clarity about the Peacekeeper rank system. I've simplified it as much as I could for people who don't normally deal with military rank and whatnot; I used the United States Army as a reference since it seems to be well-known.
Demotions are often given as punishments, but promotions are not typically given as a reward; that's what medals and awards are for.
Recruit: Peacekeepers that are still in the Academy; ranked even lower than Cadet/E1 (as they are not yet full-fledged Peacekeepers)
Top to Bottom:Pay Grade (E1, E2, etc.); Rank Insignia; Title; Abbreviation
Non-Commissioned Officers (NCOs)- they're assigned responsibilities over small units and lower-ranking enlisted. They may also train junior enlisted.
Staff NCOs- often put in charge of larger units/posts and may give training to NCOs and junior enlisted.
Top to Bottom:Pay Grade (O1, O2, etc.); Rank Insignia; Title; Abbreviation
Flag Officers- Officers O7 or higher; their jobs are more akin to politicians than anything else.
To receive a commission and become an officer, the American military requires a college degree; perhaps in Panem, getting far enough in the Pregames/being a victor or something to that effect?
