After starting off as a disturbingly small child, something her parents were quite concerned about her first reaping, she measured in at a measly 3'10" at 12. Thankfully during her next few years she hit a growth spurt, but still only grew to 5'4" by her sixteenth year. A hard life, with very little to eat, as is to be expected considering her location, she weighs around 110 lbs. Built with a rather large boned structure like her father, her meager weight is made more noticeable by her wider hips and shoulders. It is because of this that she prefers to wear larger clothes, cinched tightly with a cord around her waist. She wears this so as not to be a constant reminder to her parents that they don't have what would be considered a very healthy and robust child.
She was born to a fair haired mother, and although her father had the more dominant color traits ( brown hair and brown eyes), she possessed long blond hair and large blue eyes. This, however, was the only trait she received from her mother, and Chloe was constantly told how much she reminded friends and neighbors of her father. She possesses his round face with a slightly pointed chin, and the same belligerent expression. Even though she lives in a distinctly dirty district, she strives to keep as clean as possible. Her hair is always brushed straight, and she has a phobia of dirt under her nails, so she is constantly picking at them to keep them clean.
Personality:
Chloe is a girl of many personalities, each depending on the situation she is in. On a normal day, she keeps her head low, eyes downcast, and is seemingly meek. People who actually know her understand that she just isn't very outspoken. She doesn't feel the need to strike up idle conversation. It is only when she is with her family that she can truly be happy and carefree, even with the threat of going hungry hanging over their heads. She can be quick to anger, and that fact has been her downfall once or twice in her lifetime, as she had been beaten soundly by people much bigger and stronger than her in retribution. She was not well received at home as a consequence. She now tends to avoid confrontation.
She loves to read and is self taught since neither her mother nor her father ever learned. She reads ever sign, every scrap of paper, and even a book that she was lucky enough to find that had been thrown out by a wealthier family. She is sentimental and kind-hearted. Something that would probably not serve her well if her name was ever drawn at the Reaping. She is exceedingly kind to those who deserve kindness, and will help anyone who needs it. This is, of course, if she feels they actually need help or are just pretending to just to get out of doing something themselves. These people she treats with the utmost disdain, as she does not understand lazy people. She has never given herself the opportunity to be purposefully idle.
She tries to judge people by their actions, even though her parents said to never judge, rather than judging a book by its cover. She can't help but offer to lend a hand, but too proud to accept help herself on most days. She feels that pulling her own weight around the house and around her neighborhood is necessary. She works hard, most of the time for the payment of a few coins or in exchange for food for her family. Even without the promise of payment, she will still do things just to fill her lonely boring days. She is as active as a girl in her particular position can be in. She resents those that live at the Capitol, as they are handed everything while the people that she loves have to work hard for scraps.

Born to Daryl and Cathleen Coleman, Chloe has only one sibling, a very fortunate older sister, Charlote, who made it past her eighteenth year without once being called to play in the Games. This was pure luck, since she had bought many a tesserae in her day. While Cathleen stayed at home and took care of Charlote and Chloe, their father worked the mines. He worked endlessly it seemed, and still could not make enough to bring home a decent meal. Thus the reason why Charlote tried fate over and over again every year pledging her name to the great glass bowl that held their fates. Chloe was always distraught at each Reaping her sister endured, and with mixed feeling of relief and guilt went home with her every year. They were born five years apart, so she only attended three of the dreaded things with her beloved sister.
Those days were particularly hard, as feeding four mouths was almost impossible. Since she had no way of knowing that what she was doing was quite stupid indeed, she decided to try to take out her anger and frustration on someone bigger than her. She was only twelve, and delicate despite her fury, and she lost. Upon returning home, and explaining to her mother what had happened to bring herself home in such a state, she was shocked when her mother bent her over her knee and whipped her with her bare hand! Angrier still, she didn't realize how grateful she should have been that her mother didn't explain to her father exactly why she had to spend what few precious dollars they had on medicine for her. Thus, she continued to pick fights, winning some, scrappy as she was, and losing many. Each time, she was scolded by her mother, spanked, and sent out to do chores around the house and outside.
On the last day she made the rash decision, her mother had enough, did the routine, and then sent word to her father just why his daughter was bruised and bleeding. Unaware, Chloe continued to decimate the weeds around the house, jerking them up and throwing them into a pile, flinging dirt everywhere in the process. One particular clump did not reach the ground immediately, but made a dull thud and caused Chloe to turn and see her father standing behind her, extremely angry and covered with dirt. This did not make her situation any better. Her mother was strict, but nothing like what her father could be. They were loving parents, they were. They had no patience for ignorance or stupidity in their own children. She was only thirteen at the time, so some restraint was shown, but her punishment was enough for her to see the error of her ways.
She started to more diligently help, and over the years she tried her hardest to feed herself by earning her own way, wanting to make them proud of her and to make their lives a little easier after all the trouble she had caused them. It was a little less impossible since her sister had married another miner, much to her mother's dismay. Not that her mother had a problem with them, she just didn't want her daughters to know the distress and worry that came with loving a man with a dangerous job. She always implored them to marry a baker or the like.
Chloe has yet to buy a tesserae, so her name is only entered the required number of times. Unfortunately, her father is getting along in age, and would soon be unable to work. The harsh environment has made it hard for him to breath, and makes hauling coal difficult. Soon maybe, she would have to concede to the demands of her family's need, but not yet.
