Appearance:

She's of medium height, with a very athletic build. She's quite pretty, with almond-shaped grey eyes, a strong chin, a straight nose, and plump, bow-shaped lips. Her hair is dark brown, almost black, and shoulder length. Her skin is tanned from days out in the sunny streets.

Her clothing is simple, almost drab. Faded green and grey are the primary colors, with a white shirt missing several of the upper buttons (emphasizing her more... womanly attributes), a stolen, faded green jacket with red trim, close-fitting green trousers, and work boots. She also wears a green knitted cap, made by her late mother.

She's too poor to have any kind of work done, so everything about her is completely natural.

Personality:

Rosa is a thief, and a very good one. She runs with a small group of fellow thieves through the Capitol, relieving them of a few of the things they take for granted, warm clothing and food being chief among them. Since she runs with a dominantly male crowd, she maintains a tough, aggressive, sarcastic attitude. When a fellow thief attempts to kiss her, they rarely leave with all their teeth, or even some of their teeth.

However, this seems to be simply a facade, since she's been known to give some of her stolen goods to the people of the Capitol who are somewhat less fortunate. She can also be very flirtatious and gentle with another thief named Will, and she loves children and animals.

History:

She's the child of a prostitute and an unknown man. She grew up on the streets after her mother died when she was small, and became the unofficial leader of a small group of thieves that plague the streets of the Capitol. She lives in the dirtier part of the Capitol, away from the glitter and kitsch.

Her years on the streets of the Capitol have given her great agility, speed, and hand-eye coordination.

She also acts as an informant to several gangs, specifically rebel gangs of Wanderers such as the Black Flames and the Uprising.
