Dirty blonde hair, messy, not in the fashion of capitol folks.Personality:
Wears glasses, right lens is fine but the left is shattered revealing his left eye (which is green)
Average height, but a tendancy to slump gives him the appearance of being much shorter.
Not skinny or fat, but his clothing passes the idea that he is much bulkier then he actually is.
As for his clothing, he is bound in a straightjacket; his arms are tied tightly within and every strap is buckled down.
Mental illness effects his personallity a great deal.History:
It is believed he is Schizophrenic; he suffers from delusions, bouts of violence. He has been closed off from the world at large and has developed a very anti-social attitude to couple with his illness.
Myst is actually extremely intelligant; unofficially he has attained the position of doctor, and is employed by the Capitol to work in the games. He is sufficent is genetic engineering and tampering, and it is widely believed that he is responsible for most of the "Mutts" developed since the rebellion ended.
He has an odd relation with his creations; "my children!"
Seems to be caught in a state of constant mania; laughter, a snarling grin, and a fiendish look in his eyes.
Beneath the craziness though he seems to have a deeper personal stability; he seems fluent in philosophical ideas and moral concepts. Nonetheless, he is refined to a straightjacket for violent tendancies against himself and others.
Though a member of the Capitol Community, Ulysses Myst originated from a District (it is unknown which one) and was sent to the Capitol at the age of 14 as a Tribute.Codeword: muttations
It was a vicious year. He didn't let the stylists touch him, and as he came off his chariot he charged the District 1 & 2 tributes with laughters and snarls. He did show a keen, if hidden, brilliance in his interveiw. His training suffered due to his restraints.
But in the arena, Myst was a power to be reckened with with. As the games begun he charged out, straightjacket off, and in a mad flurry passed up all weapons and supplies and struck at one of the tributes; the District 2 boy was killed quickly by Myst's bare hands and the girl of the same District died trying to help. This strike on the careers shattered a pre-set alliance, and for perhaps one of the first times, no Career survived the first day as they were overwhelmed. Day one was bloody; 16 fatalities and many injuries.
Ulysses "No-Pulse" Myst occupied the Cornucopia.
The rest of the games was a bloody mess; Myst seemingly combined mindless chaos with cunning and in the end, emerged victorious. Albeit, still insane.
The Capitol did not care much for him as a victor, but offer the years he showed a sufficent skill in the sciences, particullarly in the field of genetics. He was drafted from whatever district he came from and was installed in a minor poisition. Since then, he has worked his way up; some speculate that the infamous 'mutts' were his creation, his 'children.'
His reputation is incredibly and even in his position of strength and influence he is restrained to his straighjacket; casualities amongst the staff before his arrival: 4, after: 16. His methods of genetic tampering are controversal even amongst the game staff and he has little regard for human life.
One notable aspect of Myst's career is his access to all the Districts; he is allowed (with a guard) into each for the purpose of studying local habitats and life, as to be 'inspired' and create more efficent and powerful "mutts".

How's all that? A bit unrealistic I suppose but it could make for some fun scenario's wouldn't you say?
