The Style
Edmund is always trying to defy the image of the peacekeeper, although he usually fails to fit in to the capitol due to his district roots and refusal to undergo plastic surgery. His face shows his age, and he likes it that way; he wears it as a badge of honor for making it this far. Another reason he fails to fit into the capitol is his atrocious fashion sense. He tends to wear suits, almost always involving purple in some way. He also has a strange proclivity for old-fashioned hats.
Despite his age, Edmund refuses to let his age hinder him physically. He stand straight and tall at just over six feet. He keeps himself in shape, not just for his job but for himself. Younger peacekeepers may smirk, but they'd by surprised at how strong and quick he is.
When it comes to physical traits, Edmund looks little like many of his fellow peacekeepers from District 2. He has dark skin, darkened by time standing guard or patrolling in the sun of the capitol. His eyes are brown, dancing with merriment whenever he's off work. When he's on duty, however, they become steely. You can tell when he gets serious, there will be no mercy from him.

The Talk
When it comes to his personality, Edmund has very carefully divided work and play. While he's off duty, Edmund is a nice guy. He loves people, and he tries to make them smile with his card tricks. he tries to socialize in the Capitol, but he always runs across the problem that he doesn't fit in. He's not self centered enough, and he doesn't work to follow the style because he sees it as pointless when he has a style that he thinks works for him. Edmund gets angry when provoked, but he never acts first when it comes to violence while he's off duty.
While off duty, some even believe Edmund is a bit of an airhead. He'll talk to anyone, no matter their background or sketchy appearance. They say it's because he's trusting, but they don't understand he's always prepared. Edmund never leaves home unarmed, because he may love people, but he inherently distrusts anyone who he hasn't known for long, and his definition of long has become years in his old age. He wants to trust people, but they have to prove that they have earned his trust without reservation.
On duty, Edmund usually believes in the light touch, but he is willing to use violence to protect the law, or just to follow orders. To Edmund the law is everything, due to his fear of the Dark Days. He serves as a peacekeeper in order to stop such a thing from happening again, and he will show criminals and traitors to Panem no mercy. When it comes to traitors, Edmund becomes almost unreasonably persistent in taking them down, following them even across districts. Unlike many peacekeepers, however, Edmund remembers his District roots and understand that once in a while, people do something just to survive. That might make him go easy during the capture, but punishment is still the same.
Even when he's on duty, however, kindness is still evident in him. When he apprehends a criminal, a victim is never left without help. He'll go out of his way off duty to try and make things a happy ending for everyone else involved, although he understands that sometimes that is an impossible dream when crime is a necessity in the population. That doesn't stop him from doing his job however. Anything to stop the endless killing of the Dark Days.
History:
The Moves
Edmund was born into a poorer family in Dstrict 2 early in the years after the Dark Days. His parents were both peacekeepers during the Dark Days who had fought for the Capitol, who had retired after the war to try and help during the reconstruction of the District. They filled his head with the horrors they had seen unleashed by both the Capitol and the districts. He and his siblings grew up with only one thought hammered into them: the Dark Days could never happen again. He and his four siblings all worked to get positions where they could work towards that, with Edmund and his two siblings becoming peacekeepers.
Edmund graduated from the peacekeeper academy at the age of 20, and began his career deployed in District 8. Thanks to his determination, Edmund quickly rose in the ranks after finding and arresting a rebellious element in the District at the age of 29. This did not, however, come without a cost. He was redeployed to a higher position, but that position was back in his home of District 2, where he could do little to help the cause. At the time, his sister had been killed while attempting to crack a criminal ring operating outside of the Districts, while his brother had been relieved of duty for refusing to administer punishment to a thieving child in District 11.
For 5 years, Edmund had a quite life as a peacekeeper in District 2. He chose to retire from the peacekeepers at the end of his tour to have a family, marrying and having two daughters within a couple years. He instilled in them the same lessons he had been taught as a child to fear the Dark Days.
For 24 years, Edmund lived in District 2, living off his wife's job and his own pay from his peacekeeping days. With no job, his wife and kids were his only focus, and he did everything to make sure his daughters would live fulfilling lives. Since his younger daughter was averse to being a peacekeeper, he got her an apprenticeships as a sculptor. The older daughter, while at first a career despite Edmund's wishes, went to the peacekeeper academy after becoming to old to join the Hunger Games.
When Edmund was 58, his wife died to cancer and his brother died of heart failure. In his grief, he didn't know what to do, and remembered the life he had led before his family. He joined the peacekeepers once again after his younger daughter moved out, and was deployed in the Capitol to try and find resistance within the Capitol itself.
7 years later, Edmund has proven his worth time and time again, uncovering individual agents of the resistance movement, all the while maintaining his appearance as a regular peacekeeper who just happens to be getting on in years. He is occasionally moved to District 2 to teach lessons at the peacekeeper academy or to other Districts as an adviser in anti-resistance actions, but the later is a rare occurrence now, since many of his younger superiors see his age as a hindrance. His daughters both still live, one as a peacekeeper like him and the other as an artisan sculptor.
