Fishing for Capitol threads

My Capitol character are the major inactive ones in my little character army, so I'd like to dust away the cobwebs and get them active. I have three very different characters so if you're interested in anyone then hit me up (via PM, Slack or just comment below.)

So here's the trio:

Chandler Reiss- The newest member to my Capitol crew. He's a lonely psychiatrist who is stuck in a dull life. he is trying to fight out of his loneliness but is failing miserably. He has commercials for his job (a bit like Saul's commercials from Breaking Bad) but he hates them. He just needs a friend really, someone to keep him company.If your character needs to chat to a psychiatrist or you think they could befriend Chandler then hit me up!

Benicco DuartéWith his passion for work and love for food, you're more than likely to find Beniccio in is deli. Does your character want to experience fine dining? Then let them take a visit to Duarté's Deli. If you want them to be friends, he is a swell energetic guy, who loves nothing more than to gossip. 

Dr. Alois Stein- Probably the most sadistic of the three. This immoral doctor's life is revolved around "improving" humans. He spends most of his day experimenting on avoxes, he isn't a very nice man. I have no clue how I'd get him to meet anyone unless you're a part of Kire's plot that he is from.
