Name: Victor Stein

District: 3
Victor Stein loved the rain.
He loved the way it hit his skin, the way it popped when it made contact. But most importantly, he loved the lightning that came with it. Starting from when he was just five years of age, Victor was obsessed with his father’s line of work which consisted of working in the electrical engineering compartment at the District’s primary technology firm.
Ever since seeing his first beam of electricity traverse the length of a coil, Victor decided to learn anything and everything about electricity, which led to him also learning about lightning. The way it coursed unseen through the walls, ready to leap out in the form of static electricity. The ways it struck the ground during a thunderstorm and made items burst aflame filled him with joy. Since then, he had always hoped to construct a machine that would freely generate electricity for his own personal needs.
He’d tried multiple times. When he created his first prototype of his machine at just the age of 14, he wanted to show it to his father who agreed to come look. However, while starting up, the prototype backfired, shooting electricity throughout the room, rendering Victor comatose and killing his father almost instantly. Although his father’s death was ruled an accident, it didn’t stop the rumors coming from his local high school. The whispers claimed that it was an intentional murder by Victor, though those rumors were soon forgotten, and everything returned to normal. Except Victor.
When Victor woke up several months later. It became apparent there were some mental changes that occurred from the electricity that coursed through his veins the day his father was killed. Since that day, Victor started spiraling slowly into insanity. He went from being the curious boy who would always look up to his father for approval to being the boy who sought solitude. He went from being the boy who expressed his emotions to being a cold hard wall who laughed maniacally at the strangest moments. Additionally, his obsession with electricity and lightning only deepened, as he was now nonstop working on his prototype, trying to improve it by salvaging parts from discarded materials until he could finally create a finished model he could unveil to the
However, his personality wasn’t the only thing that changed due to the incident. Along with his new lightning-like burns across his arms, his hair lost all melanin that it previously had, making his hair bleach white from its original auburn color. His eyes also started slowly losing vision, as he spent all of his time in front of books and computers figuring out the perfect formula for the creation of artificial lightning, so he got contacts the color of lightning, which was a pale blue, permanently inserted into his eyes, as he didn’t care to continuously take on and take off glasses.
When his personality changes and physical changes became clear to Victor’s mother, she sent him to the psychologist to try to figure out how to solve the problem, but nothing worked. That was in the early stages of his descent into insanity. Since then, despite doing everything she could, Victor’s mother eventually gave up and tried to cast away Victor as she knew there was nothing that could be done for him. However, all that this did was make Victor run away to an abandoned warehouse at the outskirts of the District where he worked on his prototypes during the day and then came back during the night to sleep and eat a small bit.
Spending so much time at the warehouse eventually took a toll on his body. His skin took on an eternally pale complexion and took on a slightly muscular body from carrying around materials to his prototypes. Additionally, his cheeks started sinking in and his skin started clinging on to his 5’ 10” body more tightly as he hardly ate inside the warehouse as there was no reason to have food inside when he could always eat during the night at his house.
Apart from just building prototypes in the warehouse, Victor also performed dark and gruesome deeds in there as well. To further improve upon his prototypes after they had started producing the artificial lightning, Victor needed specimens on which to try it. This led to him roaming the outskirts of town looking for any stray animals that he could find, including any stray cats, dogs, and wildlife including squirrels and birds. After the conclusion of each experiment, most of which ended in failure, Victor released the animals back into the wild to see how they’d fare, and then watched them slowly limp from view before hearing their final screech when the pain overtook them. When this would happen, he would always collect those bodies and continuously experiment on them to try to bring them back to life until all that remained was a pile of ashes.
Now, after another of Victor’s failed experiments, he was trying to bring back a squirrel from the dead. This time, instead of fading to ashes, the squirrel gave a twitch. “A breakthrough!” Victor exclaimed before laughing maniacally, “It’s alive!”
