No beaches or ocean breezes could be seen from the window of the Peacekeeper Training Academy. At most, one could see a sparring ring, or the occasional flock of birds flying in for the winter. Several stories high, the white walls of the Academy were intimidating to even the bravest among those who dwelled within. It was surrounded a by tall, electrified iron wall, which almost completely obscured it from the outside eye, though some of its larger peaks could still be seen.
This place, in the furthest corners of District Four, was once quite the prestigious school. In fact, it had created some of yesterday's finest peacekeepers, and was on the verge of taking District Two's pride and, more importantly, primary export, away from it.
But all good things would come to an end.
Drug busts and lies, money overpowering the law, and just general deceit brought the academy to its knees, almost made the beautiful castle a memorial of what had once been.
After the headmaster of the school, Col. Eric Brandon, was found out to be the kingpin of a drug cartel operating within the school and using some of the less wealthy students as mules and sellers, it was thought that the academy was in its last days. However, a new headmaster was assigned, new teachers were hired, and for now, things seem to feel salvageable.
But only time would tell.
tl;dr, this is a plot in which a once kickass peacekeeper training academy was nearly ruined by drugs and other crimes. It is now making attempts to take back its place as being one of the most sought after peacekeeping academies in Panem.♕ c h a r a c t e r s ♕

CLASS RANK: 117. Calypso abides by the laws, perhaps, too much. On her track record, one would find the time she turned in her sister's boyfriend for treason, which resulted in the boy being publicly whipped. While her methods may be cut throat, though, she is truly only trying to ensure that the law is upheld to the fullest extent. In most of her classes, Calypso is the one to beat. Because of this, she has a tendency to get a big head, and may even occasionally consider the other cadets to be beneath her. However, anytime someone were ever to challenge her, she would eagerly accept, just to prove that she can put her money where her mouth is.{ zoe }

CLASS RANK: 217. Originally, Aylin did not consider herself the peacekeeping type. She had always assumed she would either be reaped into the games or she would take over her mother's alternative medicine shop. It was her brother, Avery, who initially sought to be a peacekeeper. Unfortunately, he was heavily involved with the drug cartel that nearly destroyed the academy, and was expelled for it. Shortly after, he was murdered, and when the officials could not produce the killer, Aylin vowed to find out for herself.{ dars }

CLASS RANK: 318. When it comes to having it all, Mateus has always been fortunate. He was born into a powerful and well-respected family with more than enough money, he was handsome, and he had a knack for being in the right place at the right time. Mateus, like Avery Barlow, was a suspect drug dealer. However, he was initially the only one of the three who was not expelled after the fact. Money had its way, yet again.{ rave }

CLASS RANK: 418. Because District Three was not known for its peacekeepers and Kiara aced the entrance exam, she was granted special permission to move to District Four for training. While she misses her family, she finds herself at an advantage, because she is the only one so far who truly has no emotional ties, which is ultimately the idea. She tries to keep a fair distance from the other cadets, afraid it might jeopardize her training, but she is starting to feel particularly lonely as a result. Dutiful or not, she is beginning to realize everyone needs someone, but she is now faced with one looming question: Who is her someone?{ briar }

CLASS RANK: 518. It has never been a secret that one did not mess with Relaina Murie and live to tell the tale. It's true, the girl has anger issues, and rightly so. She was raised with an only semi-present, semi-sober father, and a permissive mother. Someone had to take the reins and defend their home. Growing up around liars made her both very talented at sniffing out lies, and creating them herself. Because of this, everyone suggested that she become a peacekeeper, specializing in interrogation. She took their word and, it turned out, she was very good at it.{ python }

CLASS RANK: 617. Once, Brentley Gray was thought to have been the brightest cadet in the entire academy, even outperforming Calypso Leto on a regular basis. People probably assumed he would go on to lead all of the peacekeeper forces in Panem. He probably assumed it himself. Alas, one Mateus Marshal through his name out when the drug busts began, and he is now a year behind on his training after facing a year of expulsion.{ zoe }

CLASS RANK: 717. Amazingly, the name Bexler Braun was never brought up during the trials and interrogations. In truth, Bexler was one of the main dealers in the operation, and still sells drugs on the side to this day. After all, how else is he going to afford tuition when his single mother already struggles to pay for basic living expenses? He did get smart about it, though, and he now refuses to sell to any of the students in the academy. He also does not use any drugs himself, as his dreams of being a peacekeeper truly are serious, despite the genersl I don't care image he has created for himself.{ tristen }

CLASS RANK: 817. Part of Reid wonders if she entered the academy because she truly wanted to become a peacekeeper, or if it was only to follow Phelix. She has known for years that her love for the boy is a bit more than platonic, but her careful, calculating nature forbids her from making the first move until she knows for certain that her feelings are requited. Once more, she senses a tension building with them ever since rankings have come out. Truthfully, she hadn't ever expected herself to outperform the boy, and apparently, he hadn't, either. Regardless, the academy has made her realize that she could actually be something some day. Suddenly, she isn't so sure if living her life in the shadow of someone else is the life for her.{ open }

CLASS RANK: 918. Though his physical prowess would certainly put him head and shoulders above his competition, at least in combat classes, Phelix is having a hard time learning that violence truly is the answer sometimes. He had convinced himself years ago that he would never resort to something as barbaric and wrath-fueled as what he is currently being taught to do after he witnessed the mugging of his neighbor/best friend Reid's father. His original plan was to dominate in academic classes, and though he powers through his dyslexia as best as he can, it is becoming clear to him that he might have to put his pride aside and start trying more in physical classes if he is ever going to make the cut.{ open }

CLASS RANK: 1017. Loki is a prime example that, in order to do well, a person does not always have to be serious. He likes to keep things pleasant, often settling disputes between his peers by steering their attention toward himself. He does not mind making a mockery of himself, and even enjoys it most of the time. There are certainly things much worse than the spotlight. Loki just gives off the aura of friendliness. Most of the time, however, he does not even recognize the fact that he drools charm because he is, perhaps, one of the most tactless, oblivious, and, bluntly, dull people to ever live.{ open }

THEORIES OF LAW: 101 PROFESSOR20. Some would say that hiring Ronan was the best decision the Academy could have made. Since he has started teaching, the academy's cumulative GPA has improved by .3% and attendance is at an all-time high. While he is quite passionate about his job, he would truly rather be out on the field, solving crimes. For now, he calls himself content trying to solve the crimes no one else has solved yet, like his sister's disappearance from the Detention Center, or the still-open case of Avery Barlow's murder. It was Ronan who introduced the ranking system, as a way of making the students try harder to succeed.{ dars }

CLOSE COMBAT PROFESSOR25. When it comes to being fit for a job, very few are held to Arissa's standards. As a career and as the sister of a victor, Arissa always had a particular aptitude in close combat, and when her past of therapy and her history of depression made her unfit for the Psyche post, she found her calling in the combat floor of the Institute. Perhaps her need to feel like she has something to contribute, or her yearning to prove herself could be considered hindrances, but in a different light, they may be her best qualities yet.{ rave }

WEAPONS IN COMBAT PROFESSOR22. Originally from District Two, Juliet has already given up more in her lifetime than most ever will. She gave up love the day her summer beau left her for his best friend, she gave up hope when he died in the games, she gave up happiness when she left her fatherless child behind, and she gave up certainty when she moved into an infamous academy in a place she had never seen in order to teach the weaponry class. One thing is for sure: she is done giving up. From now on, she is going to fight.{ briar }

HISTORY OF PANEM PROFESSOR23. Being new to the scene is one thing; being new to this scene is another. The staff call him greenie-- and while it is meant as harmless fun, it doesn't feel good when all of his hard work is taken in stride. Still, he tries to keep a positive attitude and stand his ground, particularly where his little sister in concerned. Strained relationships with his parents have made him feel the need to overcompensate, to fix things that might possibly be too broken to fix. While he may never be able to fix his own history, he finds solace in the history of his country.{ rave }NPC'S
