the average big business in district one makes around a million a year in profits, smaller businesses in the same district make less than a third of that, roughly three hundred thousand a year
the third biggest drugs cartel in district one are the víbora, who not only manufacture and distribute high grade "luxury" drugs to district one's elite, but also ship across to the smaller districts through bribing border officials, peacekeepers, and even judges and capitol figures
district ten has more shoreline than the entire coast of district four, this is because of the canals and marshlands that wind through its landmass

Owen Silvestre had been laundering the Víbora's money in District One for shy over ten years. He was good at it, so good at it that the only way the authorities could identify him was through how wealthy the cartel had become. They looked for footprints, gaps in payrolls, unaccounted-for payments, but there were none. Owen was the invisible man, a mastermind in taking money, distributing it to big businesses and washing it through their accounts, pulling it out clean on the other side.
There was a pretty good stake as reward for his talents, and the Víbora treated Owen well, maybe too well. He took liberties, ran his mouth, pissed off the wrong people with his arrogance and self-inflated ego. He thought himself as part of the cartel, it's accountant if you like. The head of the Víbora, Sariava, was a ruthless unforgiving man, but he had a soft spot for Owen, appreciated all he did for the cartel. Some disagreed, for the Víbora are sacred, like a family, and Owen would never be part of that family.
So, eight-hundred-thousand appeared underneath Owen's bed. Rumours were whispered into the ears of those higher up, and eventually it filtered through to Sariava that Owen had been stealing money. Easily to pull off if you're the one laundering it, right? He became paranoid, furious at the idea, and ordered a raid on the Silvestre house.
You do not steal from the Víbora. If you bite the hand that feeds, you will bite a bullet next. So Sariava pressed a gun against the head of his top money launderer, and rested his finger on the trigger.
"More shoreline than the entire coast of District Four"
"What did you say?"
"You're right you know, about District One, you're right. You've got the Capitol, mainstay law enforcement on your ass, seizing your assets, breathing down your neck."
"I think you should be quiet."
"Look, come on, listen, just listen to me for a second. Alright? Hear me out here. You know, you've got all this money, what, tens of millions a year, and the Peacekeepers take a cut, and high up officials take a cut, you have to pay distribution, workers, you know, border patrol, and you're losing, what, nearly 50% just to keep it hidden?"

"That's a lot. It's a lot. Come on. Just give it to me, give it all to me and I'll take it down to Ten and I'll wash it. I'll wash it good, I'll wash it all. Give it all to me, come on. Please. I'm good at this, I am, you know I am. Come on."
"In Ten?"
"Yeah."

There's no strict template here. Just what age your character is, and what ideas you have for them. The Silvestres will be laundering a LOT of money in District 10. Owen will be relying a lot on his family's efforts too, and will be expecting them to do what he does.
Each family member will be doing a different job - Owen will be scouting for big businesses and overseeing the whole operation. The children and Helena will be looking for smaller businesses and getting in with local cartels and drug operations.
The Silvestres have been granted a special permissions permit to relocate to District Ten, obtained through a substantial bribe to a high-up Capitol citizenship official, paid for by the Víbora.
This plot will involve some key events that I will essentially map-out at certain points and may involve some RNG to determine the fates of different characters, although nothing will be done without the permission of the characters owners.
