The letters came during the darkest hours of the night. Some slipped under locked doors while others were placed in the windows right outside bedrooms. The letters were an invitation for you to join the cause. Each letter had a meeting time and place all different than the ones before in attempts to throw peacekeepers off their tracks in the off chance someone was a snitch. The letter didn’t say much, yet it had enough to light a spark because that spark was all that was needed.
It only takes a spark to start a war.
How many more of us have to die? Our sisters, our brothers, our sons, our daughters. And for what, Capitolite entertainment? The slaughter of twenty-three gives one district “riches” that don’t last, and so, the very next year, we send two loved ones to the kill pens yet again. They make a mockery of our lives while they are in the lap of luxury and watch us die. They bet on us like dogs in a fight and as if our only goal is fame in the Capitol. They fence us into Districts like cattle - the ones we kill and prep and have to ship off to the Capitol for their consumption instead of our own - and so our people are starving. But they’ll tell us that if we do as they say and participate in their mandatory games, it’ll be okay. So… send two of your own to die annually, stay on the brink of starvation, and they won’t hurt us. They think that by keeping us in dire need, we’ll bend to their every will. They’re called the Hunger Games for a reason.
They have all the supplies we produce, hoarding it for themselves, and use it as a “prize” if we do as they say. And if we don’t do as they say, they send the peacekeepers after us. What kind of treatment is this? It’s control by fear. We are supposed to fear the Capitol - their peacekeepers, their arenas, their fences - but how many of them are there? Surely no more than us. No more than the population of all twelve Districts. The Capitolites do not outnumber us.
We should not send our loved ones to die in a game of “amusement” for riches that have an expiration date. How many more of us have to die before we realize the true power that we hold?
Guerilla warfare. Overthrow the government. We can get rid of the ones who think that we are expendable and nothing more than slave labor.
We will not be their pawns any longer. We fear no more.

Basically this is a rebellion plot for a group of people that ride around on horses, owned by Jed for the most part, as they seek justice for the wrongs the Capitol has done. It started with a spark, and now it has spread to much more.
Please note: There’s a chance your character can get arrested by the Peacekeepers. There’s also a chance that some of the fighting in the plots can get your character injured. Fights will play out in the JFF board with the dice rolls there corresponding to what happens in the actual threads. None of the fights will kill a person unless the writer gives permission first. We’ll probably do a lot of unarmed fighting, maybe using blunts, fire, spiked blunts as more weapons are made/received/stolen.
Please note that these are some of the roles your character may be asked to do:
Tracker - As a tracker, your character will follow the footsteps of others to find bases of those plotting against them. They’ll look for clues and return back to the group to explain what all is going on.
Stealth people: The stealth people are the ones that go out on missions gathering supplies that are needed. It may require your character to steal something from somewhere if it’s needed.
The guinea pig: This is the person that often has things tested out on them. Everyone may be asked to go through this at least once.

We also welcome characters to oppose the group! So if you have a peacekeeper or someone who wants to squash rebels, or someone to just to stir trouble for the group, we welcome trouble!

As mentioned before, there will be no killing unless permission is given, so those against the rebels will only be at risk for injury.
