A letter from District Six's Research Laboratories..
Dear [insert name here]
First and foremost, I hope that you're doing well. My name is Victor. It has come to my attention, and discontent as well, that you seldom receive letters from the outside. Even rarer are those letters or interactions filled with any sort of kindness or respect. It's quite unfair that everyone seems to judge your sins under a magnifying glass when so many have their sins conveniently ignored. I hope if there's one thing that we can all grant you, it's forgiveness.
I hope that's something you're willing to seek: forgiveness.
On that note, the reason I'm writing to you today with a proposition. An offer that I believe would be in your best interest to take.
I've been working in District Six for decades now as a scientist. I've worked on medicine, helping the physically ill to become well again. Plagues that have once covered all of Panem have been cured by people like me. My dilemma, however, is that my work has been limited to physical illness: sicknesses that we can see through bloodshot eyes or hear through coughing or vomiting in the lavatory. What has always interested me is the psychological dilemmas our minds face: the all-encompassing question of why good people do bad things or how people can even become bad in the first place.
A year ago, I gained approval from the Capitol to expand my research on acts of aggression. I seek to better understand what makes people commit crimes. If possible, I want to be able to provide an alternative solution to being put in a prison, like yourselves, or even worse, becoming an Avox. The thought of either of those things happening to my sons sickens me. From the perspective of a parent, I'm desperate to create a solution, a cure.
And I believe that I'm closer than ever to cracking the code. I believe I've created a number of treatments that can help all of us. From District Six to the Capitol, these treatment plans may be the key to our peaceful, unified coexistence. Since my research has begun, I've been limited as far as my test subjects: lab rats or those pesky squirrels that would sit upon everyone's porch in the morning, waiting for food. Now, I'm confident that my research can go beyond animals: humans.
That, my dear friend, is where you come in.
If you join my research team, you will be granted something that I assume you've been dreaming of for a long time. Your freedom. In exchange for your time and cooperation, you will be brought back to District Six: you'll be able to see your family, your friends, and perhaps that special someone that you've been waiting impatiently to embrace with.
There are some restrictions, I won't try to deceive you. You'll be monitored via tracking devices, to ensure that you don't try to escape. In addition, your temporary home while we're undergoing the research will be in my laboratory. You'll be free to travel around the district throughout the day, with an eight o'clock curfew. But after our research is done, your sentencing at the Detention Center will be, as well.
If you ask me, I believe that a daily pill is a fair trade for returning to the comfort of your own home.
Attached is our contract. All you have to do is sign, and you'll be back in Six in no time!

tldr and other info
A group of scientists have been doing research in an attempt to create a pill, injection, or treatment that will alter a human's behavior. Working for the Capitol's best interests, the scientists have been given permission to offer members of Detention Center from District Six a chance to return home. The only condition is that they subject themselves to testing at the research facility in Six.
The former Detention Center prisoners are the first humans to try the medicine, which is at this point, in pill-form. In all reality, its effects are still unknown.
(At least to them. Side effects include dizziness, nausea, headaches, migraines, sleep paralysis, vomiting, diarrhea, constipation, hallucinations, mood swings, and death, among other things.Also very unlikely to actually work for.. preventing supreme domination purpose!)

Science and psychology were among Victor's favorite studies. He has dreamt of becoming a scientist since he was a young boy with the goal of making a name for himself But after tragedy struck his family three years ago, Victor Frank Stein his obsession turned into ridding District Six of crime. And 'obsessed' is in no way an exaggeration (mad-scientist vibes, much?) His work with the Capitol is inspired by growing fears of rebellion.
