Protest Plot Idea Submission

Instead of being set up like a traditional Games, the 4th Retro Games will be focused on a peaceful protest scenario in which ALL 24 tributes band together and refuse to fight. When their refusal becomes clear to the Capitol, the audience (larger than ever, open to the public, and beginning to view the Games as a sport within the niche group of fans it attracts) may get upset — booing, throwing food, etc. The first ever mutts will be released into the arena in order to instigate action.
Important things to note:
1. The victor of the 4th Games will be 100% random
2. Tributes will not be allowed to attack each other at any point
3. Tributes will be allowed to attack mutts, but are not required to
4. Mutts will make multiple attacks each turn, but who they attack will be fully randomized; the mutt writer(s) will not choose targets
5. At any point before the Top 6 Finale (but not during), a writer may request for bonus mutt attacks to be added onto their tribute
6. It will still be possible to accrue damage due to inactivity
7. In addition to writing tributes, mutts and the Capitolite audience are options for playable characters
How and why the tributes decide to refuse to fight is up to YOU. Everyone is welcome to brainstorm and submit ideas for how this protest comes about; I will organize the proposed ideas and present them for voting, so that the site may decide this unique piece of history as a collaboration. (Note: Multiple ideas may be combined and used together.)
Ideas that rely on having "leader" type characters to initiate the protest should have more than one leader in the scenario. If the idea is chosen then the site member who proposed the idea will have the option to be one of those leaders, so that their idea doesn't feel taken from them and given to someone else, BUT there should be openings in the plot for other tributes to be considered equally important co-leaders (and the writers of those tributes will be selected randomly, via reaping).
I know there will be a lot of excitement when discussing different ideas on Slack, etc. PLEASE try not to get too carried away with latching onto specific ideas in chats and creating an impression that a small handful of people may have already chosen what will happen. I want everyone to feel like they have an equal opportunity to contribute. Please be considerate of not making anyone feel shut out from this process. If necessary, I will intervene — please DM me on slack to notify me of any issues/concerns.
