Isobel steps onto the stage after her opponent, Althea Perch finishes her speech. She approaches the microphone and greets the spectating crowd.
"People of District Four," Isobel begins, "in recent times, our district has had great success in the Hunger Games, with two Victors hailing from Four in the 80th and 84th."
Beck and Annie had been Four's saving graces; without them, they would still only have one living Victor — her brother, Leon. Thinking of him leaves a bitter taste in her mouth.
"However, before this, thirteen years had passed since my brother's victory in the 67th. District Four has long been seen as an inferior Career district compared to One and Two, she says. But no more — if I am elected mayor, I vow to expand the Career program and make our tributes just as lethal as those of our fellow Career districts."
She remembers Perdita Leto, who was such a promising tribute, fall to Jade Morin, the District One female. As news of her death circulated through the tabloids, District Four's inferiority as a Career district was frequently brought up.
"For years, I have been a devoted trainer at a Career academy. I know what Careers need to become strong, and under my leadership, we will prosper more. No longer will we be the inferior Career district — we will claim victory over Districts One and Two."
The crowd claps, and Isobel pauses to let them finish. Once it dies down, she continues her speech. "In addition to this, I propose that we create a memorial in the Town Square to commemorate all tributes that District Four has lost," Isobel says.
She does not mention Brooke Destin, but her face flickers across her mind. Her heart convulses painfully, but it does not show through her composure. "It is important that we honor those who have given their lives to represent our district in the Hunger Games, and never allow their memory to fade."
