City Circle, Capitol — The Capitol High Council has temporarily suspended inter-district travel, repealing the relatively recent opening of travel pathways between the twelve districts. Council Representatives have declined to comment on the sudden suspension, citing security concerns. However, an exclusive inside source has revealed that this may be in response to a notable increase of District escapees, particularly within the lower districts. The Council has given no word on when inter-district travel laws will be relaxed again, if ever.

Dear citizens of panem — At approximately 8:34 AM this morning the Panem Defense system unexpectedly experienced a bug, resulting in the unintended starting of the Safety Alarms across all Districts. The systems ran through approximately two cycles over a five minute period.

In an effort to continue its legacy of protecting all of Panem’s citizens, the Capitol has been updating the software behind these alarms throughout the year, the most recent of which caused a small technical difficulty that caused the launch. We apologize for the interruption, there is nothing to worry about.

Lower DistrictsThe Capitol High Council has assigned a large quantity of Peacekeeper reinforcements to the Districts to increase the surveillance of Borders, specifically in the Lower Districts of Panem [8, 9, 10, 11, 12]. This is in addition to the Capitol’s recent push for the upgrading of Border security systems and repairing of District fence barriers.

MEDICAL SUPPLY SHORTAGE RAISES CONCERNS

City Circle, Capitol – A recent medical supply shortage amongst Capitol and District hospitals has caused concerns to swell regarding Panem’s ability to effectively treat its citizens. Most notably, Capitol citizens have voiced concerns on the Capitol’s ability to properly repair the soon-to-be victor of the 88th Annual Hunger Games, as the finale approaches. ”I have a meet and greet scheduled for the Victory Tour coming up! I don’t want the Victor looking like, super banged up.” One Capitol citizen said when questioned.

The Capitol High Council has responded to these concerns, assuring its citizens that this shortage is only temporary, and will be remedied by the time the 88th Games have concluded so that proper festivities can proceed as scheduled.

EXCLUSION ZONE ESTABLISHED IN DISTRICT SIX

MANUFACTURING SECTOR, DISTRICT SIX – The Capitol has recently established an exclusion zone in the lower area of District Six, with Peacekeeper forces being sent to help establish and safeguard the perimeter. The Capitol High Council clarified the sudden zone establishment, citing a highly dangerous leak of chemicals from one of Six’s biochemical research facilities, causing the facility and its surrounding area to be contaminated. Due to the dangerous nature of such a contamination and the Capitol’s desire to protect its citizens, the Capitol High Council has suspended any ability to view or access the area by the people of District Six.

TO THE HIGH COUNCIL

REGARDING OUR LITTLE PROBLEM – The zone has been established in Six, with resources being brought in by hovercraft nightly. So far, the overtake of the facility has not caused much of a ripple, but we have Peacekeepers stationed along the perimeter. District borders and security have also been upgraded, as requested. We will continue to monitor the situation through aerial surveillance.
