"The world of Panem is a game within a game. The government tells us not to disobey them, but give us no reason to obey. They tell us not to starve, but they take our food. They've given us no choice but to run, yet they complain when they have to give chase."
The Capitol and their accomplices take children every year and put them into the Hunger Games. They pick children because they're susceptible, weak, and easy to manipulate. The wandering kids that Mr. Z has scrounged up from across the districts are a different breed. Each one was willing to leave their family to escape the districts and live with him. Over the course of a year, they formed their own pack: The Wandering Defiance. Mr. Z takes care of them at every turn, protecting them from the newfound elements of the forest. He teaches them to hide, climb trees, swim, and most importantly: escape. Mr. Z tells the rag-tag teens that there's not much he can do for them if they get caught. The group is more important than any one individual, Mr. Z makes sure they know that as soon as they step foot into the forest.
"I know District Thirteen is out there, and we're going to make it. Doesn't mean it'll be easy. But I promise we'll make it."
Mr. Z should know better than to make a promise he can't guarantee that he can keep. Last time out, not a single kid made it to Thirteen. Didn't even get past District Five. Two were shot, three were captured, two ran to their parents' houses in Four and backed out once things got serious. The Detention Center, a life as an Avox, and six feet under are the consequences of failure. Mr. Z makes the kids practice their tree jumps once more. The kids call it parkour, but Mr. Z calls it the leap to freedom.

Welcome to Peacekeepers vs. Wanderers!
In this plot, a group of wanderers, led by Mr. Z, a twenty-something year old veteran of the forest, will attempt to traverse through each of the twelve districts in an attempt to make it to freedom in District Thirteen. In each of the districts, Peacekeepers will be on the lookout for the mischievous group of troublemakers with the instructions to take each one of them alive. If caught, they'll certainly be punished, or even worse, killed. Every member of The Wandering Defiance has their own motivations to escape, and they'll do anything to do it. Jump from building to building, hold their breath as Peacekeepers hunt them at every corner, do whatever's necessary to get there.
Each round (designated by how many districts The Wandering Defiance has traversed and escaped from,) the runaways will interact with each other, Mr. Z, Peacekeepers, and everyday citizens of the district. Perhaps even their own family members! At the end of each round, dice will be rolled to designate who is caught, if anyone. Once the twelve main rounds are over, there will be one final thread for the remaining members of The Wandering Defiance that made it out of District Twelve. Is District Thirteen really behind all that rubble?
If a character is caught, their fate will be determined by, once again, dice! More notably, they will choose between being captured and turned into an Avox or sent to the Detention Center. To give writers maximum freedom in the plot, there is also an optional (but not mandatory) third result: death. The goal of the punishment is to encourage writers that are eliminated from the game to continue the life of their character under a new fate. As avoxes and the Detention Center are less-utilized pieces of the site, it could be a fun opportunity to try something new!

CHARACTERS

Mr. Z: Mr. Z will be an NPC character for the duration of the run-through of the game. He is the leader of The Wandering Defiance. Mr. Z is charismatic and enjoys a strong level of control over the teenagers that he has recruited on his journey to District Thirteen. While he cares for all of the members and wants them to make it, Mr. Z often uses The Wandering Defiance as a shield and distraction from him. He is more skilled than all of the teenagers (which is by design!) For the sake of basic plot progression, the beginning and end of the "rounds" will be dictated by him with minimal writing. He cannot die during the game, and Mr. Z's measurement of success is built on how many of the teens he manages to get to District Thirteen, if any.
The Wandering Defiance: The Wandering Defiance members are all reaping-age teenagers & children who have agreed to follow Mr. Z on his journey. They've been training in the forest for a few months, at the very least, on the art of parkour and escape. For the duration of their survival in the game, members will be classified as "Wanderers," but should they be captured, they will either turn into avoxes in the Capitol, go to the Detention Center (and later return to their district,) or die. Should they make it to the end.. will District Thirteen be in their sights? New or pre-written characters are acceptable!
The Peacekeepers: The Peacekeepers are, in theory, the cops, while The Wandering Defiance members are the robbers. However, there will be a bit less involvement with the Peacekeepers. They can be involved in all twelve rounds, or as little as one if they wish! The goal of the Peacekeepers is to add tension and risk into the plot. New or pre-written characters are acceptable!
Miscellaneous: Miscellaneous characters will be residents from the twelve districts. Once again, these characters add spice & variety to the experiences of The Wandering Defiance and the Peacekeepers tracking them down. New or pre-written characters are acceptable (and given that miscellaneous characters will only be in one round, it absolutely makes sense if they're characters that you already have!)

Welcome to a Cops & Robbers style plot!
In this plot, a man named Mr. Z has recruited teenagers from around the twelve districts to bring on an escape run to District Thirteen. As travel throughout the districts is prohibited, Peacekeepers have been sent to the districts to find these teenagers and Mr. Z and capture them at all costs.
If caught, characters run the risk of being turned into an avox, sent to the Detention center, or (if the writer wishes,) they could even be killed! Decisions such as how many (if any) characters are caught, which character(s) is caught, and the character's fate will be randomized by a dice system.-=+=-

All Peacekeepers and Miscellaneous characters will be automatically accepted into the plot. In fact, for these characters, an application isn't even necessary! Just plop into the threads!!
For The Wandering Defiance, I'm going to give a quick application process. Ideally, I want to cap the number of characters in this group to about 12, not including Mr. Z. Fingers crossed that we even manage to get to that number! Depending on if people are interested I'm willing to increase that. How many runners we have in the plot will also impact the odds that a runner is caught.
If you're concerned about activity, this likely won't be a fast-paced plot, but hopefully, every couple of weeks will be a new round!
